Carbon Dioxide Removal (CDR) is no longer a fringe idea—it is a scientifically endorsed, policy-critical component of any credible path to net zero. Yet at global climate negotiations like the UNFCCC COP, it remains surprisingly misunderstood.
Too often, negotiators, policymakers, and delegates lump together all carbon management technologies—from biochar to fossil CCS—without grasping their vastly different implications. CDR, by definition, removes already-emitted CO₂ from the atmosphere and stores it durably. Fossil CCS, on the other hand, is often deployed to make fossil fuel production marginally less harmful. While the latter may have a role, it is increasingly being used as a rhetorical shield to prolong fossil fuel dependence.
This is why we need to show up and speak clearly.
Enter: CDR30
To change the narrative and bring clarity to decision-makers, the Negative Emissions Platform (NEP) has launched CDR30, an initiative to establish a dedicated carbon removal pavilion at COP30 in Belém, Brazil. The goal is to raise visibility for durable carbon removal, amplify its scientific and policy foundations, and create a physical hub for the CDR community.
The pavilion will host side events, informal discussions, and high-level engagements—all centered on advancing the understanding and acceptance of carbon removal in global climate strategies.
Belém is Different
This year’s COP is logistically challenging. Belém, while symbolically powerful as a gateway to the Amazon, is not equipped for tens of thousands of delegates. Accommodation is limited, transportation infrastructure is strained, and access to Blue Zone badges is expected to be more competitive than ever.
